Taxpayers Protection Alliance urges balanced approach on Texas hemp-THC regulation

The Taxpayers Protection Alliance (TPA), a national nonpartisan organization with a significant presence in Texas, has called on lawmakers in Austin to develop hemp-based THC regulations that protect youth while maintaining consumer access. The group’s comments come as the Texas Legislature holds a special session to consider changes to state hemp laws.

“TPA is a national organization with a strong Texas presence, representing millions of taxpayers and consumers in the Lone Star State,” said TPA President David Williams.  “During the current special session of the Texas Legislature, we are supporting commonsense solutions for Texas hemp regulations—solutions that protect youth, preserve access, and support an $8 billion industry that has created more than 50,000 Texas jobs.”

Williams stated that TPA opposes Senate Bill 5 as currently written, arguing it would harm small businesses and retailers without improving safety for Texans. He added: “We believe there is more common ground among lawmakers and state leaders on this issue than everyone may realize. There is a responsible and reasonable path forward that addresses the valid public safety and access concerns raised by state elected officials. We want to be a resource as lawmakers work toward an effective and appropriate resolution to this issue.”

The organization emphasized its support for enforcing existing laws and establishing smart regulations to restrict sales of hemp-derived THC products to individuals aged 21 or older. TPA also advocates for clear manufacturing standards, accurate labeling requirements, responsible marketing practices, and robust enforcement against underage sales instead of outright bans.

TPA cited public opinion data showing broad support for regulated access rather than prohibition. According to an April 2021 Pew Research Center poll, fewer than one in ten American adults opposed medical or recreational cannabis use. More recent surveys indicate that most Texans favor regulation over banning these products; a June 2025 poll found that 70 percent of Lone Star voters supported continued availability with proper rules.

“It’s time to make real progress on this issue,” Williams concluded. “Smart regulations that protect children, ensure public safety, and maintain consumer choice could be a model for other states. Texas can and should lead on this issue with smart commonsense rules and regulations that ensure safety and prosperity for all Texans.”

The Taxpayers Protection Alliance Foundation is based in Washington D.C., operating as a nonprofit since its founding in 2011 under current president David Williams. The group advocates for government transparency by educating the public through research into taxation and spending policies at all levels of government.
