Adam Thierer, a senior fellow at the R Street Institute’s Technology & Innovation team, is addressing the surge in legislative activity around artificial intelligence (AI) regulation. Thierer advocates for a policy approach that supports “permissionless innovation,” aiming to create an environment where innovators and entrepreneurs can operate without unnecessary barriers.
Thierer’s work focuses on making sure that regulatory frameworks do not stifle technological progress or hinder new business models. He has been vocal about the importance of allowing experimentation in the AI sector while still considering necessary safeguards.

This perspective comes as lawmakers have introduced approximately 1,000 bills related to AI regulation in 2025, reflecting growing interest and concern over how AI technologies are developed and deployed.
