Congressman James Moylan announced the passage of the fiscal year 2026 federal funding package, which ends the partial government shutdown and provides funding for 96 percent of the federal government. With 11 out of 12 appropriations bills now enacted, most federal operations are funded through September 30, 2026. Funding for the Department of Homeland Security has been extended to February 13 as Congress works on finalizing that bill.
“With nearly all federal funding bills enacted, we’ve brought certainty back to government operations and avoided prolonged disruption,” said Congressman Moylan. “That progress also reinforces the work already done to secure federal investments that directly benefit Guam’s communities.”
The FY2026 appropriations include significant public safety investments for Guam under the Commerce, Justice, Science (CJS) bill. These add to Community Project Funding previously approved in other appropriations.
Under CJS Appropriations, $1,025,000 is allocated for the Guam Customs and Quarantine Agency to acquire modern inspection equipment. The Guam Police Department will receive $990,500 for new patrol vehicles. An additional $538,505 is designated for a mobile command system for Guam Customs and Quarantine.
In Agriculture Appropriations, Todu Guam’s Wellness Center will receive $1.5 million. WestCare is set to get $990,000 to support a homeless shelter and transitional housing services. The Chalan Pago-Ordot Multipurpose/Emergency Shelter will receive $689,206 while the Guam Fire Department is allocated $112,500 for emergency response vehicles and equipment.
The MILCON VA Appropriations provide $50 million for Defense Access Roads on Guam. This funding aims to improve transportation infrastructure affected by military activity and supports both national defense needs and daily use by residents.
“These projects reflect the full picture of public safety,” Moylan added. “Strong communities are safer communities.”
