Meaghan Mobbs, director of the Independent Women’s Center for American Safety and Security, is set to testify before the House Veterans Affairs Subcommittee on Health. The focus of her testimony will be on enhancing community care for veterans in the United States.

The hearing, titled “Right Time, Right Place, Right Treatment with VA Community Care,” is scheduled for Tuesday, July 15 at 2:15 p.m. EDT.

Mobbs shared insights from her testimony: “I completed my training in the VA system. I’ve referred patients there. I believe deeply in the VA and the essential mission it fulfills for our veterans. But no system, no matter how well-intentioned, can serve every need, in every place, for every veteran.”

She emphasized the significance of community care as an extension of the services provided by the VA: “A veteran’s health outcomes should not depend on geography, paperwork, or luck. They should depend on whether we’ve built a system that puts their needs first.”

In her address to Congress, Mobbs plans to discuss several key issues:

– The necessity for the veteran care system to adapt to a younger and more diverse veteran population.
– The current dysfunctions within the veteran care system due to its failure to decentralize and meet veterans where they are.
– How community care can fill gaps left by VA shortcomings and improve access as intended by the 2018 VA MISSION Act.

Mobbs will advocate for Congress to enhance clarity of mission within the veteran care system through four guiding principles:

1. Flexibility reflecting veterans’ complex experiences and needs.
2. Accessibility allowing local treatment options to ease travel burdens.
3. Rapidity addressing urgent needs promptly.
4. Accountability ensuring quality without barriers preventing access.
