Jim Graham, a candidate for Indiana’s 9th congressional district in the 2026 U.S. House race, has signed a pledge supporting an amendment to limit terms for members of Congress. The pledge is part of an initiative led by U.S. Term Limits (USTL), a nonpartisan organization advocating for term limits on federal lawmakers.
The same pledge was previously signed by incumbent Representative Erin Houchin. According to USTL, more than 150 current members of Congress have signed similar pledges.
Philip Blumel, president of U.S. Term Limits, commented on the recent signings: “Jim’s and Erin’s strong support of term limits shows that there are individuals who are willing to put self-interest aside to follow the will of the people. America needs a Congress that will be served by citizen legislators, not career politicians.”
The official pledge states: “I pledge that as a member of Congress, I will cosponsor and vote for the U.S. Term Limits amendment of three (3) two-year House terms and two (2) six-year Senate terms and no longer limit.”
Blumel added: “We have seen a dramatic increase in supporters wanting term limits on Congress. More than 87% of Americans have rejected the career politician model and want to replace it with citizen leadership. The way to achieve that goal is through congressional term limits.”
A recent Pew Research poll found that most Americans support limiting congressional terms, with 87% in favor and only 12% opposed.
Blumel concluded: “America is in trouble. Our career politicians have let the people down. It is time to return control of our nation to the people. It is time for a constitutional amendment limiting congressional terms.”
For such an amendment to become law, it would require approval by two-thirds majorities in both chambers of Congress and ratification by at least 38 states.
U.S. Term Limits describes itself as the largest nonprofit organization focused solely on advocating for legislative term limits at the federal level.
