Japan prepares strategy for potential Taiwan contingency

Japan is preparing to address potential security challenges in the event of a Taiwan contingency, a situation that would have significant implications for its defense strategy and alliance with the United States. Research indicates that focusing solely on a Taiwan contingency does not fully capture the evolution of Japan’s defense strategy since the early 2000s.

Historically, Japan concentrated its defense efforts on the northern regions due to threats from the former Soviet Union. The collapse of the USSR, coupled with China’s military modernization and unresolved territorial issues, prompted Japan to shift its strategic focus southwestward. This change was marked by Japan’s National Defense Program Guidelines and Mid-Term Defense Program released in December 2010.

The full-scale invasion of Ukraine by Russia on February 24, 2022, further highlighted security challenges in both Europe and the Indo-Pacific region. Concerns about security intensified, especially around the Taiwan Strait and Korean Peninsula.

In response to these evolving threats, Japanese defense planners are increasingly focused on a Taiwan contingency. Tokyo has moved to enhance deterrence based on alliances and strengthen its defense posture in the Southwest Islands. A joint statement from the United States-Japan Security Consultative Committee in March 2016 emphasized peace and stability in the Taiwan Strait as vital for US and Japanese security interests.

A potential Taiwan contingency poses challenges related to both Japan’s national defense and its alliance with Washington. Japan’s Legislation for Peace and Security provides a legal framework for responding to such contingencies under different security situations.

Unexpected contingencies necessitate discussions between Tokyo and Washington regarding possible US engagement in a Taiwan scenario. Planning for Japan’s alliance-based support is crucial to enhancing deterrence or effectively responding should deterrence fail.

US political decisions regarding engagement in a Taiwan contingency would require Japan to make corresponding political decisions about supporting its ally. Close cooperation between policymakers in Tokyo and Washington is essential to align their interests concerning China and Taiwan, laying groundwork for future political decisions.
