On Feb. 25, 2026, Congressman Brett Guthrie and Congressman Bob Latta announced a legislative hearing to discuss the reauthorization of the Pipeline and Hazardous Materials Safety Administration’s (PHMSA) pipeline safety program.

The hearing, titled “America’s Energy Infrastructure: Authorizing Pipeline Safety,” will examine legislation to reauthorize PHMSA’s pipeline safety efforts. This hearing will provide the opportunity to examine legislation to reauthorize the Pipeline and Hazardous Materials Safety Administration’s (PHMSA) pipeline safety program. Ensuring these pipelines remain operational, safe, and dependable is vital to meeting our nation’s energy demand, securing our grid, and lowering costs for hardworking American families.”

The hearing will focus on H.R. ____, Pipeline Safety Authorization Act of 2026. The notice states that PHMSA’s most recent authorization expired in 2023 but that operations have continued since then. The committee aims to extend formal authorization with a streamlined approach.

Paul Roberti, Administrator of PHMSA, is scheduled to testify before the subcommittee regarding ongoing efforts in regulation updates, enforcement processes for pipeline operators, research into new technologies, partnerships with state regulators, oversight from federal agencies such as NTSB and GAO, as well as reforms intended to modernize agency operations.
