Congressman Brett Guthrie and Congressman Richard Hudson announced a legislative hearing on the reauthorization of FirstNet, set for February 4, 2026. The hearing, titled “Evaluating FirstNet: Performance, Accountability, and Reauthorization,” took place at the Rayburn House Office Building in Washington, D.C. This initiative followed the recommendation from the 9/11 Commission to enhance emergency communications infrastructure.

Chairmen Guthrie and Hudson emphasized the importance of FirstNet as a resource for first responders during crises. They said that reauthorization was crucial for maintaining transparency and effectiveness in achieving the program’s original goals. The hearing focused on H.R., the First Responder Network Authority Reauthorization Act, introduced by Representatives Dunn and McClellan.

Michael E. Dame, Associate Administrator for Public Safety Communications with the National Telecommunications and Information Administration (NTIA), provided testimony at the hearing. He highlighted FirstNet’s success since its establishment under the Middle Class Tax Relief and Job Creation Act of 2012. Dame noted that before FirstNet, first responders faced communication challenges due to reliance on commercial networks.

The NTIA had been actively involved in supporting public safety communications through various initiatives. For instance, it awarded $10.6 million in grants to institutions like Dine College as part of its Connecting Minority Communities Pilot Program aimed at improving internet access.

Dame also addressed oversight concerns regarding FirstNet’s operations and suggested aligning it more closely with NTIA to improve accountability and efficiency. He proposed reforms such as restructuring FirstNet as an NTIA line office to clarify roles and responsibilities.

The Department of Commerce Office of Inspector General had conducted audits on FirstNet, identifying areas needing stronger contract oversight. Dame believed that enhancing governance would ensure better performance and resource management.

If Congress decided to reauthorize FirstNet, NTIA planned to support reforms based on past experiences to strengthen its mission while ensuring efficient use of resources for public safety outcomes.
