Both chambers of Congress have left Washington for the August recess, with members returning to their home districts and states. The Senate was the last to adjourn after President Trump decided not to make a deal on spending with Senate Minority Leader Chuck Schumer in exchange for progress on nominations.
Senator Mike Lee commented on social media, “Trump = wise not to take Schumer’s offer.” He noted that the Senate retains its ability to process nominations without needing an agreement on spending, and President Trump made this clear by ending negotiations. The focus remains on the Senate’s constitutional role of providing advice and consent.
Attention now turns to September, when both the House and Senate are scheduled to return during the first week. Lawmakers will have 14 days in session before the end of the fiscal year to address government funding. Although some appropriations bills were discussed before the recess, it is uncertain how much progress has been made. Congress faces significant work if it aims to pass all remaining spending bills before the September 30 deadline.
Senate Minority Leader Schumer has stated that reaching a deal on spending depends largely on the conservative majority. “Any resolution on cutting a spending deal lies squarely in the hands of the conservative majority,” he said. Schumer acknowledged that President Trump, his allies in Congress, and Office of Management and Budget Director Russ Vought have substantial influence over federal budget decisions. He expressed a desire to avoid another continuing resolution or a government shutdown.
While lawmakers are away from Washington during August, discussions about government spending are expected to continue as September approaches.
