Each year, the Centers for Medicare & Medicaid Services (CMS) updates the Medicare Advantage (MA) program through a process that includes releasing an Advance Notice, followed by a Rate Announcement and other related regulations. The Advance Notice, which is published in late January, serves as an early indicator for insurers and stakeholders about potential changes to MA rates.

Michael Baker, Director of Health Care Policy, has provided an analysis of the 2027 MA Advance Rate Notice. According to Baker, “The Advance Notice percentage change estimate is one of the most closely watched numbers in the MA market because it shapes early expectations for plan bids, benefit design, and insurer strategy.” He added that while this notice does not finalize rate changes, “industry relies on the information provided in the Advance Notice to prepare for the yearlong benefit design process for the next plan year.”

The breakdown of CMS’ 2027 MA Advance Notice highlights several areas of focus. It shows how CMS recognizes growth in underlying Medicare costs. The notice also details refinements to quality incentives and outlines adjustments in payment calibration and documentation standards aimed at improving payment accuracy within Medicare Advantage.

This annual process helps guide insurers as they develop their bids and benefit designs for upcoming years.
