BGR Group has announced that Lieutenant General Joseph “Keith” Kellogg, U.S. Army (Ret.), has joined its Advisory Board. The firm, based in Washington, D.C., is known for its bipartisan lobbying and public relations work.
Kellogg brings experience from both military and government service. He served as Assistant to the President and Senior National Security Advisor to President Trump during his first term, and as National Security Advisor to Vice President Pence. Most recently, he held the position of Special Presidential Envoy for Ukraine until December 2025.

General Kellogg’s background includes combat operations and senior roles within the White House. His most recent government appointment was as Special Presidential Envoy for Ukraine in November 2024. During President Trump’s first term, he served as Chief of Staff and Executive Secretary of the National Security Council, Acting National Security Advisor in 2017, National Security Advisor to the Vice President, and senior foreign-policy advisor during the 2016 presidential campaign.
In addition to military service—where he earned distinctions such as the Distinguished Service Medal, Silver Star, and multiple Bronze Stars—Kellogg has held executive positions in private industry. He served on GTSI’s board, had senior roles at Oracle Corporation (including a period on leave while serving as Chief Operations Officer for the Coalition Provisional Authority in Iraq), received the Department of Defense Medal for Distinguished Public Service for work in Iraq’s post-war stabilization efforts, was Executive Vice President for Mission Systems at CACI International, and held several senior positions at Cubic Defense Applications.
