The America First Policy Institute (AFPI) has announced the appointment of three experts in homeland security, immigration, and border security policy: Julie Kirchner, Tony Pham, and Emilio González. Each of these individuals has extensive experience in leadership roles within the Department of Homeland Security (DHS).

Chad Wolf, AFPI Executive Vice President, stated, “Julie, Tony, and Emilio bring unparalleled expertise at the highest levels of immigration policy thought leadership and within the highest ranks of DHS. Their unwavering commitment to advancing policies that prioritize the safety, security, and prosperity of the American people will serve the America First movement for years to come.”

Julie Kirchner previously served as Executive Director at the Federation for American Immigration Reform (FAIR) and held several senior roles within DHS. Her career includes positions such as Citizenship and Immigration Services (USCIS) Ombudsman and Senior Advisor to the Customs and Border Protection Commissioner.

Tony Pham’s previous roles include acting Director of Immigration and Customs Enforcement (ICE) and Principal Legal Advisor for DHS. He focused on law enforcement efficiency during his tenure at ICE. His contributions earned him the DHS Distinguished Service Medal.

Emilio González is a retired U.S. Army Colonel who formerly directed USCIS. He also provided strategic guidance on Latin American policy as Director for Western Hemisphere Affairs on the National Security Council.
